From October 10 to October 13, 2023, the President and Deputy Head in charge of the Office of Science, Technology and Environmental Studies - Journal of Science of Ho Chi Minh City University of Education participated in the Delegation of the Ministry of Education and Training in Japan led by Minister Nguyen Kim Son. Participating in the activities of the Ministry of Education and Training of Delegation, the Ho Chi Minh City University of Education of Delegation visited and worked with the Board of Directors and professional staff of Tokyo Gakugei University and worked with the Vietnamese ambassador in Japan.
On the afternoon of October 12, 2023, the Delegation of Ho Chi Minh City University of Education joined the Delegation of the Ministry of Education and Training to pay a courtesy visit and exchange with the Vice President of the Japan International Cooperation Agency (JICA). At this meeting, Ho Chi Minh City University of Education and Osaka Kyoiku University of Education jointly awarded a Cooperation Agreement to implement the project "Supporting STEAM training and fostering for lecturers and students in Primary Education at Ho Chi Minh City University of Education" in the presence of the Minister of Education and Training and the Vice President of the Japan International Cooperation Agency and representatives of the Ministry's leaders. The delegation of Ho Chi Minh City University of Education led by the President also visited Tokyo Kasei Gakuin University and Shoyu Association to promote and implement cooperation agreements signed with many contents. Specific content such as:

- Exchanging of academic staffs and supporting the development of academic staffs in Special Education, primary school and preschool teachers, supporting student voluntary internships in Vietnam, supporting the development of lecturers on social psychology and nutrition education, etc.
- Supporting scholarships for students of Ho Chi Minh City University of Education
